If i tied a water ski toe line to a tree, does anyone know if i could wakeboard or kneeboard in a fast river?

Why not? Boats are regularly tied or moored that way and they simply float facing upstream. Your board may need to have considerable flotation to function with you aboard. Be careful with the mooring. Don’t get tangled in the line. Instead of a river..find a suitable rapids. Let us know what happens.
